what is the url? it sounds like maybe the style sheets are not linking up properly. trry viewing the source and click the link to the css, if nothing shows up then that is your issue
Your stylesheet links are currently redirecting to your header.php template file – which, in turn, contain encoded markup! Start by re-uploading a fresh copy of Twenty Eleven:

You need to replace the whole Twenty Eleven theme.
Is that different from re-installing wordpress?
Yes. Download the theme, unpack the archive and upload the theme’s folder to wp-content/themes on your server using FTP (or whatever file management application your host provides).
This may sound really ridiculous but I have no idea what most of what you just said means. I don’t know how to “unpack” , no idea what the “archive: is, don’t know how to “upload to server”.

How did you install WordPress in the first place? In order to run your own site properly, you really do need to learn how to use FTP. Start by having a look at the link I gave above.
I saw a blog I liked and it was wordpress. So I signed up for a wordpress account and it recommended a host. I didn’t do anything with FTP, unpacking, or archiving. I don’t even think I uploaded anything to my server. It was plug and play.
I have no idea what is going on. Now I am getting the idea that what I signed up for is not really plug and play.

Where? The only “wordpress accounts” are on wordpress.com hosted sites and your site is not hosted on wordpress.com.
I don’t remember. but bluehost and wordpress were linked together for easy setup.
That’s not a “wordpress account“. You simply have a hosting package from BlueHost. How did you do the reinstalls of WordPress?
