Photos don't display

The images are in the media library w/o previews also.

The files are in wp-content/uploads/year/month, ie, never moved. Copying an image url and pasting into a browser yields a 404 error.

I had to do a re-install of the site and needed to edit .htaccess to cure a DB access error. Site is available, posts are their, but images aren’t.
