Restart WordPress

Hello ,
i did a bad combination of plugins 🙁 , now i can not login to my admin console , so i disabled the plugins from the database .

my issue that the plugins still running and not disabled !!
i am sure that the active plugins column is empty

any idea how to restart /reboot the wordpress (i am on sharedhosting ) so it starts without the plugins ?
