There isn’t a “Premium Themes” option in WordPress.

“Premium themes” only show up in the dashboard of wordpress.COM hosted sites (since they cannot upload themes).
You need to find the theme you want and then purchase it (if required) and upload it to your site.
Why would you expect to see commercial Themes under Appearance -> Themes?
