Create a new page and add the shortcode [event_form] to it.
This may be incredibly simple but I would like to allow subscribers and have them be able to submit events. I do not understand how to incorporate this. I see the beta version that has me set up anonymous user. I am a little confused by this though. Do I need buddy press to give access to subscribers that want to submit community events?

You can also use the [event_form] shortcode for normal logged in users. we’ll be expanding on that (inluding docs) in the coming weeks.
you can also use BuddyPress for your subscribers which already incorporates automatically with EM.
