table align problem

this is pretty strange…ill try and explain clearly.

on a page im trying to create, i have two sets of tables, upper and lower. they should both be center aligned, however only the top one will do so.

for the bottom table, it will not align in the center and stays to the left. however, if you set the alignment to right, it will move over to the right. not sure why it wont go to the center using the same command.

also of note, it will correctly align in the visual editor, but not when viewed normally through a browser.

i feel like every attempt is just messing up the code more and more. any help is greatly appreciated! this is pretty frustrating.
