Uninstalling wordpress

I had removed word press and then I went to reinstall it again and it wouldn’t let me because I needed to manually remove the files wp-content, wp-admin and wp-includes. I tried manually deleting these files within cpanel under file manager but it won’t let me and then I try it using Filezilla. It’s just I unstalled it because I couldn’t remember my username or password, email to get into my dashboard for my word press.
