web.config XML not well formed

Hi all

I am trying the deployment of wordpress on SQL Server using the instructions here:

On step 5 when it says to browse to my local site I get an error that the Configuration file is not well-formed XML.

I have copied the XML exactly from the instructions and named the file web.config in my root folder. The line it quotes in the error is:

<?xml version=”1.0″ encoding=”UTF-8″?>

Can anyone help
