Do you want all your users to create a WP account before commenting?
This might solve your issue:
Go to Settings > Discussion > Other comments settings.
Uncheck ‘Users must be registered and logged in to comment’.
Then just make sure that ‘An administrator must always approve the comment’ is checked.
Also uncheck ‘Comment author must have a previously approved comment’

Setting up my first website with wordpress now. In testing how comments would work (I want to authorize comments before publishing), my daughter subscribed. I received the e-mail showing that she subscribed. BUT, when she goes to post a comment, WP requires her to log in. When she logs in, it rolls back to the blog page requesting her to log in (without any option to comment on the original blog). I tried the same myself – it won’t let me comment, just keeps requesting that I log in (again). Help!
