I have the same problem. I believe that people have tagged Otto in the past for this kind of thing. I’ll give it a shot.
This is intentional. The plugins SVN has been taken offline. It will be back later.
Same to me, but my account has been blocked since last month. I used a different user today, and now I’m getting something similar.
