I want to change http://www.domain.com/?p=123 to http://www.domain.com/page-title or tag how would I do that?

Either the Day and Name or Month and Name permalink structures will do that. Simply visit your Dashboard -> Settings -> Permalinks. Then select one of the other permalink structures and save.
