Plugins – Installed where? – Usable by subsites?

    I noticed in the wp-content folder there are two plugin folders.

    mu-plugins
    and
    plugins

    Where do plugins need to go if they are to be used by all the subsites?
    I have them in the plugins folder, but when I go to the subsites-admin-plugins-page, I am told that I have no plugins available. …

    Although they seem to be working.

    I just do not understand how they function in a multisite configuration.
