Error adding media

I cannot figure out for the life of me why wordpress will not allow me to add media. I transferred all files from Localhost to Remote server and established the database, but the header resets to the default and it does not keep any of my pages or content. Also I got this nasty little message to further infuriate me.

“headerwlogo.jpg” has failed to upload due to an error
The uploaded file could not be moved to /var/www/vhosts/dec9inc.com/httpdocs/wordpress/wp-content/uploads/2011/06

Please help me with these issues, anyone.
