Form data permissions with [cfdb-html]

I’m trying to use the [cfdb-html] shortcode to output form data publicly on my site. When I’m logged in as an admin it works perfectly, but logged out users and ‘subscribers’ see “You do not have sufficient permissions to access this data.”

Is this the default behaviour? Can it be changed to make it display to everyone?
