One click plugin turn on/off

As one that utilizes a large number of plugins I thought of a future WP function that would aid those of us that do.

A simple check box on the plugin page that enables/disables all plugins at once would speed upgrading to the latest version of WP.

I have seen enough threads here advising turning them off prior to upgrading to know it’s better to be safe than sorry.
