    I am unable to Re-install WordPress because my host say that this is a WordPress problem. Now I only have two solutions either to re-install (same version) manually or to change to new host.
    I have decided to re-install (the same version) manually.

    In Codex i could not find a section which describes on how to re-install (same version) manually. Can anyone let me know how to do it or provide me a link?

    Till now have completely replaced “wp-includes” folder with the fresh package (of the same version).

    Is it safe to replace “wp-admin” folder completely?

    you may try downloading WordPress again and replace your copies of everything EXCEPT the wp-config.php file and the /wp-content/ directory with fresh copies. This should replace your core files without changing your content and settings in wp-config.php file and the /wp-content/ directory.
