[Plugin: Networks for WordPress] Just network wide activation?

    Currently the plugin ‘ activate ‘ option is not available under wp-admin/plugins.php and just available to activate network wide(Site wide).

    I mean to say that it is not available under Mainsite DashBoard–>Plugins.It is just available under Network–>plugins–>network-activate

    Is it a default behavior of plugin?

    That is the expected behavior.

    Since the Sites menu is now a part of the Network Admin (since 3.1), it made more sense to have Networks be a Network plugin. This means it is enabled / disabled at the network level to avoid admin interface inconsistency.
