    Can i download the latest version of WP to my computer, without any hosting site, have all the features working, and any add ons that i may wish, so i can fully test and design my website / blog – before having to purchase any host?

    Will this cause me any problems later when i do get my host?

    Is it going to make set up difficult, or will i still be able to follow your setup instruction?

    I am really a novice and i only know a little HTML, and nothing about databases.

    Yes you can do that.
    JUST INSTALL WAMP OR MAMP(Mac)

    Then do all the customization and then follow this procedure
