Error in Auto Upgrage

    I pressed the auto upgrade button to 3.1 version.

    Got error that unable to copy public_html/wp-admin/css/theme-editor.dev.css

    My website and wordpress admin both not working now. How to retrieve my blog?

    Also now i am not able to login to my admin page.

    Fatal error: Call to undefined function is_network_admin() in /home/ssinghai/public_html/wp-admin/admin-header.php on line 16
