In my posts, comments are closed (I see “comments are closed” instead of the comments and the form), although in Discussion Settings the option “Allow people to post comments on new articles” is selected.

What could cause this ?

edit a pre-existing post – scroll to bottom of page and see if comments are allowed

The answer was in http://wordpress.org/support/topic/comments-are-closed-i-cant-open-them-and-there-are-no-universal-settings?replies=30

« Make sure that “Allow people to post comments on new articles” is checked and that “Automatically close comments on articles older than [x] days” is unchecked. »

In reality the solution of James didn’t work, then I tried Samuel’s one and it works perfectly now ! Thank you Samuel !!
