1. I’m unable to populate the sites I have set up with all the plug-in. I can only see the plug-in under Network admin once I go to site admin I’m unable to see the plug-in.

Go to Network -> Settings
At the bottom of the page, see “Enable administration menus”? Check the box for plugins.

Which is it? Those two statements are polar opposites.

Network plugins handles ALL your plugins. You can network activate them there, see the mu-plugins, etc etc.
Site plugins shows the plugins activated on your site.
So go to http://baron172.com/wp-admin/network/plugins.php and tell me what do you SEE there?
Under this page I see all of my plug-in (http://baron172.com/wp-admin/network/plugins.php)

yes they are
There’s your ‘problem’ 🙂
Network Activated plugins DO NOT show up on individual site’s plugin pages.
This feature is by design.
