Can't upload images

I recently tried to upload an image from my computer and received this error message… Unable to create directory /home/users/web/b1650/ipg.mybabyboomerblogcom//wp-content/uploads/2011/03. Is its parent directory writable by the server? Please tell me what I need to do.
