It may not have permissions to create the .htaccess file. Every server is different.
Make the .htaccess manually and set permissions.
Also this isn’t ALPHA any more. Moving.

And I installed wp 2.9 in this hosting, and everything was fine, but 3.1 🙁
What is chmod 777?
The entire www folder? Cause … no. Generally you can’t do that (nor SHOULD you). Make a .htaccess file and set THAT FILE to 777

Same hosting or exact same server and account?
Those are different things. Even on the same host, rarely are two servers 100% identical.
Same hosting, same server, same account and even same domain.

I think WP 3.1 is great but have some problems.

Interestingly I can’t reproduce this one… (just killed my .htaccess and rebuilt it, no probs). In fact, KNOWING that one of the myriad fixes we had for busted links in 3.1 was to let WP re-build the .htaccess, I think you have a one-off server issue :/ Which sucks, but at least it’s easy to correct!
