Restricting access through rolescoper

HI all,
I’m using role scoper to restrict the users to some pages.
I want to create 3 levels of access to a page.
1) User can just contribute to the page and no publishing.
2) User can edit pages and can approve others’.
3) User must be capable of editing but not approving others’.

I’m able to achieve the first 2 through role-scoper. But not the 3rd one. If i give him the editor permission, tat user ll b able to approve others’ post. If i make him contributor of tat page, tat user ll not be able to publish what ever changes he make by himselves.

I also tried to make some additional restrictions through capability manager, but no luck.

Please anybody can suggest how do i achieve this.
