Random Database Error

Hi, I have been having an issue with my website http://iphoneblogr.com for a while now. Every once and a while when I try to load the site it will say “Error establishing a database connection” but other people will be able to load the site fine. Then after a minute or two the error just goes away without me changing anything.

I also have placed my site in a traffic exchange called Sweeva, many people have commented saying that my site doesn’t display for them and just gives them the database connection error but I will be on the site at the same time and it will be working just fine for me.

At first I thought this was an issue with my webhost, HostMonster, so I migrated the whole site to a new host, BlueHost, but the problem still persists. Does anyone know what could be causing this?
