body tag text size

    Using the following as a body tag gives black text, with no size change.
    Help please

    <p>This site offers <span style=”color: #0000ff; font-size: 22pt”>something special</p></span>

    I am not familiar with CSS and thought that I am able to change font size with a tag in the body of the post.
