Thank you for reaching out and for putting together a test page.
I recreated the same layout on my test site and saw the same result. The Order setting always moves the container you have selected, so it changes where that container sits inside its parent. When it is set on the grid container, the whole grid moves, and the items inside it stay in place.
To change the order of the items inside the grid, the Order needs to be set on the item itself. Here is how you can do it:
- Click the item you want to move, for example, your second column.
- In the sidebar, go to General > Layout and set Layout to Grid. With a single column, it looks the same as before, and this makes the Order setting appear.
- Scroll down to Order, click the small monitor icon next to it, and switch to Tablet.
- Click the first icon to move this item to the top. Switch to Mobile and do the same if you want it there too.
- Select the parent grid container, open the same Order setting for Tablet and Mobile, and click the highlighted icon again to clear it.
After this, the grid stays where it is, and only your second column moves first on smaller screens.
