hi, our website has started to duplicate emails to customers and admin and stock reduction using the paypal plugin. In paypal business, i enabled the return to website on the api with our homepage url for the return address. A check of our logs shows:

    2026-09-13T06:59:23+00:00
Info #3385 – Webhook has been handled by CHECKOUT.ORDER.APPROVED on WooCommerce\PayPalCommerce\Webhooks\Handler\CheckoutOrderApproved
2026-09-13T07:00:19+00:00 Info #4047 – Order 137392 has been updated through PayPal
    2026-09-13T07:00:21+00:00 Info #4047 – Webhook has been handled by PAYMENT.CAPTURE.COMPLETED on WooCommerce\PayPalCommerce\Webhooks\Handler\PaymentCaptureCompleted
    2026-09-13T07:00:29+00:00 Info #8101 – Webhook has been handled by PAYMENT.CAPTURE.COMPLETED on WooCommerce\PayPalCommerce\Webhooks\Handler\PaymentCaptureCompleted

A check of paypal api log shows:

we also added the paypal express checkout buttons on our cart page to assist with prefilling checkout form data. It appears this may be the issue based on other support topics.

    Hi @rainsey

This is not a typical dup pattern we have seen in the past. The twoPAYMENT.CAPTURE.COMPLETED webhook entries were processed approximately 8 seconds apart for the same order. The most likely explanation is that your server took too long to acknowledge the first webhook due to slow PHP execution, high server load, or a temporary connection issue.

Please ask your hosting provider to check the server response time, PHP execution, and any errors around the webhook endpoint at the time of these events. The return URL configured in your PayPal account does not control webhook delivery and should not cause this behavior.

Please also send us your system report:

    1. Go to WooCommerce > Status.
    2. Click Get system report, followed by Copy for support.
    3. Paste it into PrivateBin.
    4. Send us the generated link so we can investigate further.

    Kind Regards
    Krystian
