I meanе email “filter” in general (not wordpress function).
So you just only rewrite my answer in your style.
But wordpress administration/devs need to fix it, to block spam vie email notification anyway.
Thanks for the suggestion! Filtering external links out of notification emails is a great idea to stop spam.
The forum is already protected by extensive anti-spam mechanisms that likely (I think, not statistics) block 90% of everything that comes in. Since there’s no such thing as a 100% spam-protection, some spam does slip through from time to time.
However, your idea would defeat the purpose of the forums. You must be able to share links in answers, which will also be send by email. Many plugin developers link to their own documentation, others to their Repositories or other projects of wordpress.org. A filter as restrictive as the one you’ve described would therefore do more harm than good.
The situation could be improved with even better anti-spam protection, but as I said, it’s already in place here and is presumably monitored by other volunteers. If you want to protect your system from such links in emails, either disable email notifications from the forum entirely or filter the text in the email on your end.

Hm, like an another solution can possible to replace ACTIVE SPAM LINK to TEXT LINK just in EMAIL BODY.
Because if SPAM LINK is ACTIVE it stands out of reply text, like a WORDPRESS FORUM LINK !
But if we make SPAM LINK like a TEXT, so user in 90% do NOT visit it ! And click to WORDPRESS FORUM link to read reply !
After when user click to wordpress forum link, is the reply was a spam, user can’t see anything, so user do not visit spam link too ! So, won’t have a sense to create a spam link in the reply anymore. Because in email body we make it a text and in forum it will remove by filters or moderators.
