“VERIFICATION REQUIRED” on login

    Users of one of the sites I administer can no longer login to the site. When they try to login try they get this message:

    VERIFICATION REQUIRED: Additional verification is required for login. If there is a valid account for the provided login credentials, please check the email address associated with it for a verification link to continue logging in.

    No email at the associated account is ever received (and yes, we’ve checked junk mail, too). No two-factor authentication options are enabled in Login Security settings. What’s the issue here?

    This notice is apparently from the Google Recaptcha option on the login form. Apparently the API key for that was no longer active so the recaptcha always failed (though without any useful error message in the interface). I disabled the recaptcha check and users were able to log in as usual.
