WordPress is a software platform that (fortunately, for now) does not develop its own software. Gutenberg is a project of the WordPress community, and its extensions are embedded into the WordPress core during each WordPress release. That’s also an ask in that plugin’s support forum.
The Gutenberg plugin is not the WordPress editor. It is an optional plugin that lets users try out upcoming features early or fix an issue that arose in the current version of WordPress.
