I know this because I’ve carried out some tests. In fact, I filled in the contact form but didn’t receive the email notification on one occasion. It’s working now. I’m worried about missing out on contact requests.
You might want to install Flamingo. It was created by the same author as Contact Form 7 and saves form submissions in your WordPress database. That gives you a backup and helps
confirm whether a message reached Contact Form 7 even when the notification email never arrived.
Flamingo will not fix the email-delivery problem itself, though. Who is your hosting provider, and is the site using the host’s default PHP mail service or an authenticated SMTP
service? Your host or email provider should be able to check the outgoing-mail logs for the missing test.
Caching or low server memory can sometimes interrupt a form submission, but that usually causes an error or an endless loading spinner. Since your form reported success, the outgoing mail logs are the best place to check next.

My hosting provider is LWS.
Regarding the PHP mail service or authenticated SMTP, I’m not entirely sure how the website is currently configured, but I don’t think it is using an authenticated SMTP service.
I’ll contact LWS to ask them to check the outgoing mail logs and see if they can trace the missing message.
