Admin only front end USERS add/edit form?

Hi – does this plugin make possible for admins to edit other user accounts from the front end? And does search for users work on a site with 10,000 user accounts and many roles? Lastly, I’m looking at this because with latest version of WP core, we can no longer use a PHP custom snippet to override the requirement for an email address to be present on the user account, so looking for a solution that doesn’t process through the same WP user edit flow. Thanks.
