Items still available from Admin Bar

    I have the admin bar menu set to not show the link for Plugins menu. But that link and several others are still available and provide access to those pages.

    It shows those links on the admin bar when I am on one of the pages.
    There is no sidebar menu then.
    But when I go to the actual dashboard the admin bar does not show those links. So not sure why the admin bars are different when I am on a page.
