You were entirely right, there were a small bugs causing this behavior. The drag-and-drop listener required a pixel-perfect press on the tiny grabber icon, making it feel like nothing was happening when attempting to move a folder row.
We have just built and pushed an immediate fix for this in version 1.1.1. but due to the standard 24-hour WordPress.org code-review and security scanning pipeline, this update will propagate to your dashboard within the next 24 hours. Please wait 24 hours and verify the fix once v1.1.1 is applied.
