Issue with Contact Form Email Notifications

Hi Support Team,
I’m experiencing an issue with my contact form email notifications.
When the form is submitted, Email Notification 2 is sent successfully, but Email Notification 1 is not being sent at all.
I have already verified that:
- SMTP is working correctly (test emails are being sent successfully).
- The notification settings have been checked.
- I also imported the demo notification data and tested it, but Email Notification 1 still does not work.
It appears that the issue is specific to Email Notification 1, as Email Notification 2 is working without any problems.
Could you please investigate why Email Notification 1 is not being triggered? Please let me know if you need any additional information or screenshots.
