php.ini on Managed WordPress

I am installing WF on a managed WordPress site and when I try and optimize WF, it asks me to add a line of code to the phi.ini file. Speaking with GoDaddy support, they said managed WP uses a .user.ini file instead and hade me create it in the root folder. I did and inserted the code but it would not finalize the installation. Has anyone had a similar issue and found a solution?
