We have tested your reported issue in our test server with the latest version of the Starter Templates plugin, and it appears that the referred template is appearing fine there, similar to this reference screencast.
If the template is still not appearing on your end, then can you please deactivate all third-party plugins temporarily and see if that solves the problem? Then, activate plugins to see which plugin is causing the problem.
Also, try one more time after clearing your browser, website, and CDN caches, if you have any. You may temporarily disable the caching plugin for testing.
