this plugin is not meant to use stand alone, but communicates between cookie banner and other plugins.
so you need one of the cookie banner plugins described in the readme/plugin description.

hi there, thanks for he quick replay, actualy im a wp amator user, are you telling that is not any button, banner or pop-up window appears in the page to the first viewers. because im warried about those warning banners who cover all the page only to get a cookie consent.
Yes, this plugin (WP Consent API) does not include a cookie banner at all. It requires one of the following plugins:
Consent Management Providers with integration with WP Consent API
