How does it work?

This seems like a good plugin – I like how it looks, at least. But I’m unclear on how it works, exactly, and undertook to test it.

How or where does it store the fact that a user has accepted or rejected cookies? It doesn’t seem to store it in a cookie, or the database (as far as I can tell). Does it remember users in future sessions? How?

And what is the “Scan Cookies” function supposed to do? If I click it, it says “No cookies found”, though if I look in my browser there are cookies present for the site. What cookies isn’t it finding?
