    I am trying to figure out the best way to add 35% to product cost only for USA bound orders, this is to cover the 35% duty imposed by Trumps executive order which went active on the 29th.

    On my store I include tax in prices already “Yes, I will enter prices inclusive of tax”. I have added a line for the US in Tax > Standard rates with a Rate of 35%. Priority is “1”. But on test orders with location set in the US the additional 35% is not being added to product cost.

    Am I handling this in the right way? If so what am I missing?

    When you set your store to “Yes, I will enter prices inclusive of tax” and add a tax rate (like 35%) for a specific country (e.g. UK):

    • Customers in the UK – They should see product prices including that 35% tax throughout the catalog and checkout.
    • Customers outside the UK – They will see product prices without the 35% tax, since WooCommerce automatically removes taxes that don’t apply to their location.

    This is expected behavior in WooCommerce and works well for VAT/sales tax setups.

    Could you confirm what you’re seeing on your end?

    • For UK customers: are the prices showing including the 35% tax during checkout?
    • Or are you seeing them displayed exclusive of that 35% tax instead?

    To better understand what’s happening, could you please share a couple of screenshots:

    1. The product edit page – showing the price you’ve set for the product in the admin.
    2. The checkout page – showing how the price appears when the shipping country is set to the UK.

    That will help us confirm whether the 35% tax is being included correctly or if it’s showing as exclusive of tax at checkout.

    That detail will help narrow down whether the issue is with the tax settings, the way the inclusive prices are being handled, or something else.

    I understand you want to add an extra 35% duty only for US-bound orders, while keeping your regular tax-inclusive pricing for all other customers.

    Right now, since you have “Yes, I will enter prices inclusive of tax” enabled, WooCommerce assumes the 24.99 price already includes all taxes (including any applicable US rate). That’s why it’s not adding the 35% at checkout.

    To achieve your goal, here are two options:

    1. Switch to entering prices exclusive of tax
      • Go to WooCommerce → Settings → Tax → Tax options.
      • Change to “No, I will enter prices exclusive of tax”.
      • Then your product price (24.99) will be treated as the base price, and WooCommerce will correctly add the 35% US duty at checkout while applying your normal tax rules elsewhere.

    Alternatively, you can use a plugin like Conditional Fees for WooCommerce to add a conditional fee.
