Is there any way to take a donation, including payment details, but hold it for manual approval (through WP Admin) before the payment is processed?

i.e. – vet each donation before deciding to accept it.

There isn’t a way to do this with a standard payment gateways (pausing or holding the payment from processing), however, you can use the Offline Donations payment gateway for that.
