ERR_TOO_MANY_REDIRECTS

i have to disable cleantalk security plugin.
my resource limit is getting exhausted.
when iam enabling the plugin clean talk security website is getting stopped working and it is giving error page isnt working-ERR_TOO_MANY_REDIRECTS clear cookies…tried everything but website is working after disabling the cleantalk security plugin.
bots are visiting my website and increasing visits hence getting these 3 errors on server panel.
- Physical memory resources limit was reached for your site
- You have reached the processes number limit 2 times
- I/O usage resources limit was reached for your site
kindly suggest what to do.

not able to enter into settings.
while enabling the plugin website again down and clicking on setting of plugin the big circle is rotating on the top of the screen but nothing happening
