From your main description, it seems that your current theme can only enable or disable that animation for all users, and you would like to have more control over this to apply this to a user name or user role. If so, then you will need a developer to review the core of this theme and adjust the code to support those users roles. Please correct me if I’m wrong.

Dear Kris, you may be wondering why I took so long to respond. First of all, what you suggested was the last resort. I was here for gathering some clues, not for definite solutions. But that aside, I was thinking. Would a hired supporter’s help in one particular issue can help me continuing with a theme that is no more supported?
Fact is I just can’t give up on the theme. It’s the most brilliantly structured theme that I have ever come across, with features categorically unavailable in 100’s of WP themes I had tested in the past. And there are unmistakable indications that it’s one of the earliest themes that had tested/used Elementor. And I was able to incorporate several WP Patterns into some of the theme’s template-parts files. It’s so sad that the theme was discarded. I am totally confused.
