static paragraph

on the front page http://www.merfnet.com i want to add a paragraph that will show up infront of the blog, such as an interduction to the page. Welcome to my page bla-bla bla. but i want it to show up regardless of what anyone blogs in. will never leave. i know the code will look like this welcome bla bla bla

just not sure how to get it in or what folder to use
