I installed the plugin and added https://translate.google.com to the scripts and experience sections. However, it is still not allowing Gtranslate to work. How should I test if the plugin is working?

Visit your site and don’t accept any cookies and you should see that those scripts are not loading in the console. But you added that domain to “Always allow” they will still be loading.
