Shipping Tax Wrong

I am facing an issue with my WooCommerce site regarding tax rates. I have two types of products: one taxed at 13% and the other at 20%. According to tax law, the shipping tax must always be set to 20%. Unfortunately, when the cart contains only a product taxed at 13%, WooCommerce applies the 13% tax rate to shipping as well. When a product with a 20% tax is in the cart, it correctly applies 20% to the shipping. However, when both types of products (13% and 20%) are in the cart together, WooCommerce applies both tax rates to the shipping method, which is incorrect.
