please help with this error "does not allow element "h3" here"

    web validator gives this error:

    document type does not allow element “h3” here; missing one of “object”, “applet”, “map”, “iframe”, “button”, “ins”, “del” start-tag

    for this line:
    <span class=”title”><h3>“><?php the_title();?></h3></span>

    Any help would be wonderful
