Prevent tagging when followed by certain word?

Is there a way to prevent certain tags being added when they are followed by a specific word?

For example, we want to tag posts with the word ‘health’ as ‘Health’…but occasionally we run into an issue where if a post has the word ‘financial health’ which we do not want it to be tagged as Health.

I tried to block by excluding the term “financial health” with quotation marks, but it didn’t work. Ideally we could just exclude it if the phrase was detected.

Any ideas on how we could achieve this?
