New Editor Role Doesn’t Work

My website, PurdueVoices.us is by invitation only. I want members to be able to invite other members. Using the Members Plug-in, I granted Editors the role to create new users. All the current members of the site are Editors. When one of them clicks on the invitations button, a notice appears that only the Administrator can add new members. How do I fix it so that anyone who has been designated as an Editor can invite new members? Also, I want those editors to be able to use the Word Press invitation box, not the box in the Members Plug-in.
